Form 1-T (professional) was recently approved. Using this report form, information on the number and needs of organizations for workers by professional groups is filled out. Form 1-T (prof) was approved by Rosstat order No. 325 dated July 5, 2016.

Not everyone fills out this report - Rosstat conducts selective statistical observation of companies, which should identify the number of employees already working and the companies' needs for employees by professional groups. The results that Rosstat receives as part of a sample study make it possible to analyze the professional qualifications of employees and the situation that has arisen in companies with a shortage of specialists and workers.

Who submits form 1-T (professional)

This statistical study is carried out not annually, but periodically, once every 2 years, and is selective. This report is submitted by companies, their separate divisions, the average number of which is 5 people or more, as well as divisions and branches of foreign organizations that operate in Russia. Thus, if the company has separate divisions, this report is filled out separately for each separate division. This report is not submitted by small businesses.

Since all data in the form is compiled as of October 31, the company must submit the completed Form 1-T (prof) to the territorial body of state statistics from November 1 to November 28 inclusive. Now is the time to start preparing the report.

Has the company been included in the Rosstat sample and does it need to submit a report? Rosstat informs companies included in the sample free of charge about the specific form of the statistical report, which the company must submit within the established time frame, using postal, fax or electronic communications. In addition, since October 25, the website statreg.gsk.ru has posted a list of those enterprises in respect of which a sample study is being conducted this reporting year and which, accordingly, need to submit a report. If an organization has any problems or questions, it can address the question directly to the territorial body of state statistics at the place of its activities.

How to fill out form 1-T (prof)? First, you fill out the details of the reporting organization. Provide the full name of the reporting company (as in the articles of incorporation), followed by the short name (in parentheses). If this report is provided from a separate division of a legal entity, then it is necessary to indicate the name of the separate division and the company (legal entity) to which this division belongs.

The “Postal Address” line contains the name of the region and the full legal address, including postal code. If the actual location of the enterprise and the legal address are different, then you need to indicate the actual location. For separate divisions that do not have a legal address, you must indicate a postal address with a postal code.

The main part of the form consists of a large table “Number and need of organizations for workers by professional groups” and contains the following columns:

  • OKZ code;
  • Name;
  • line number;
  • the number of employees of the enterprise;
  • the need for employees to fill vacant positions.

The list of employees that must be indicated in the report includes those employees who work for the company under an employment contract and perform permanent, temporary or seasonal work, as well as company owners who work for the company and receive a salary. If an employee combines several positions in one company, then he is counted in the headcount only once - for his main position.

Please note that the following categories of employees do not need to be included in the payroll:

  • those hired from other companies on a part-time basis;
  • those who work in a company under civil law (civil law);
  • women who are on maternity leave or parental leave;
  • military personnel who are performing military service duties.

How to correctly fill out a report and distribute employees into professional groups? To do this, you should be guided by the All-Russian Classification of Occupations (OKZ).

How to fill out column 5 of the table “Demand for workers to fill vacant positions”? In this case, vacancies should be understood as places that are free due to the dismissal of employees, as well as if the employee is on parental leave or maternity leave. This also includes only jobs created in the company, those for which the employer wants to hire employees in the near future (within 30 days after the reporting period). In the case where vacant positions are already occupied by employees (internal part-time workers) and the company does not plan to look for new employees for these positions, this need for employees should not be reflected in Form No. 1-T (prof).

For failure to submit a completed statistical form 1-T (prof) to Rosstat, liability is provided for in Article 13.19 of the Code of Administrative Offenses of the Russian Federation. The fine for failure to pass 1-T (professional) for an organization ranges from 20,000 to 70,000 rubles, for company officials - from 10,000 to 20,000 rubles. If this is not the first time you have not submitted a report, the fine will be higher: for a company from 100,000 to 150,000 rubles, for company officials – from 30,000 to 50,000 rubles.

The table consists of subsections. In the top line you need to indicate the total number of qualified employees of the company (to do this, add lines 02, 13, 115, 192, 224, 252, 258, 278, 295). Next, indicate the number separately by professional group:

  • Managers (sum of form lines from 03 to 12);
  • Specialists with the highest level of qualifications (sum of lines 14, 40, 55, 70, 83, 93);
  • Specialists with an average level of qualifications (sum of lines 116,143, 160, 174, 185);
  • Employees involved in registration and preparation of documents, accounting and maintenance (sum of lines 193, 198, 210, 217);
  • Workers who are employed in the service and trade sectors, as well as the protection of citizens and property (sum of lines 225, 241, 242, 248);
  • Qualified workers in agriculture, forestry, fishing and fish farming (sum of lines from 253 to 257);
  • Skilled workers in industry, construction and other workers (sum of lines 259, 263, 267, 270, 273);
  • Operators of production plants and machines, assemblers, drivers (sum of lines 279, 288, 289);
  • Unskilled workers (sum of lines from 296 to 301).

In total, the table contains 301 rows. The completed form is certified by the signature of the official responsible for submitting the information: position, full name, signature, contact phone number, email, date of preparation. Officials who are responsible for providing information to Rosstat are appointed by the head of the legal entity.

If you are included in Rosstat’s sample and you need to submit a report on Form 1-T (prof) by November 28, download the current form. To fill out the form correctly and avoid mistakes, carefully study the example of filling out the form 1-T prof.

According to Order No. 394, companies will have to submit Form 1-T (professional) once every two years. And for even years. Only medium and large companies included in the Rosstat sample should report on it. The following are not reported on this form:

  • legal entities conducting financial activities;
  • public organizations;
  • extraterritorial organizations;
  • legal entities and institutions that are engaged in public administration;
  • organizations and institutions ensuring military security.

All business entities included in the sample for 2018 must be notified by Rosstat authorities about this through any available means of communication. As a rule, this is regular mail or email.

Where to take 1-T (professional)

The report must be submitted to the territorial body of Rosstat at the location of the legal entity. Moreover, if the company has a separate division, then the report on it must be submitted to the location of the corresponding separate division.

If the organization does not operate at its location, then the report is provided at the place of actual activity.

Please note that if a separate division is included in Rosstat’s sample, it must notify the parent company about this. And the company, in turn, must choose one of two options:

  • independently submit a report for a separate unit to the territorial body of Rosstat at the location of this unit;
  • appoint officials who will submit this report on behalf of the legal entity to the territorial body of Rosstat.

How to fill out 1-T (professional)

The form 1-T (professional) is quite simple. It consists of a title page and one section, which is a table with groups of professions and their names. The first step is to fill out the title page, which contains quite a bit of information. So, you need to indicate in it:

  • full and short name of the legal entity;
  • address, which must include the region and postal code of the company. If the legal address does not coincide with the actual one, then the latter should be indicated on the title page;
  • accounting code OPKO assigned by Rosstat.

In the 1st section of the table, you should indicate the number of employees of the respondent company. All data must be provided by position and profession of employees. In addition, you need to indicate the organization’s need for employees to fill vacant positions.

When filling out headcount indicators, you must separately take into account all citizens who work on the basis of open-ended employment contracts, as well as those who perform temporary or seasonal work.

If the founders of a legal entity are themselves employed and receive wages, they should be indicated separately. Employees registered with the company on a part-time or weekly basis should be counted in 1-T (professional) on a general basis as whole units.

If the same employee occupies two positions at once, i.e. is an internal part-time worker, then he must be included in the report only on one line, which indicates his main profession.

It should be noted that, in accordance with Rosstat’s instructions on how to fill out the 1-T (prof) report, the following categories do not need to be included in the payroll number of employees:

  • employees who are external part-time workers;
  • persons with whom civil contracts have been concluded;
  • women who are on maternity or child care leave;
  • military personnel called up for service.

When to submit a report

Thus, organizations can submit a report to the territorial statistics body from November 1 to November 28, 2018 inclusive.

In addition to reporting to the tax authorities and the Pension Fund, businessmen regularly have to report to statistical authorities. Statistical reporting can relate to all areas of activity and indicators in the organization, for example, the number of its employees and their professions. Form 1-T prof must be sent to Rosstat on November 28 (note that the form has been updated).

Statistical observation form 1-T (professional) “Information on the number and needs of organizations for workers by professional groups” was approved by Rosstat order dated 07/05/2016 N 325. And by order dated 06/27/2018 N 394 Rosstat approved the new form N 1-T (professional ) to provide information on the number and needs of organizations for workers by professional groups.

This report must be sent to the statistics body once every 2 years by all legal entities that have more than 5 employees on average. All small businesses, as well as some other organizations, are exempt from renting. So, statistics do not wait for a report from:

  • legal entities conducting financial and insurance activities,
  • public organizations,
  • extraterritorial organizations,
  • legal entities and institutions involved in public administration,
  • organizations and institutions ensuring military security.

All others can become respondents to this report, provided that they are included by Rosstat in the plan for a scientifically based sample of reporting units for the current year.

Who must submit Form 1-T (prof) in 2019

Only those organizations that were included by Rosstat in the statistical observation sample are required to submit the 1 T professional reporting form to statistics. You can check this on the statistics website by entering your data into the request form that is posted there. To do this, you can use your INN or OKPO. As for this report, according to Rosstat, approximately 68 thousand respondents should complete it in 2019. You can download the 2019 form of this statistical form directly on the website of the statistics authority or in the appendix to the article.

All business entities included in the sample for 2019 must be notified by Rosstat authorities about this through any available means of communication. As a rule, this is regular mail or email. If a legal entity has separate divisions (SU), then it must submit this report, both for the entire organization as a whole and for each division (branch) separately. These forms should be submitted to the statistics departments at the location of each OP.

Form 1-T (prof) must be completed as of October 31, 2019. It must be sent to the territorial bodies of Rosstat no later than November 28. It should contain data on the number of employees of the organization, as well as its need for employees by professional groups.

How to fill out form 1-T prof

In the 1st section of the table, you should indicate the number of employees of the respondent company. All data must be broken down by positions and professions of employees. In addition, you need to indicate the organization’s need for employees to fill vacant positions.

Who should be included in the report

Who doesn't need to be included

It should be noted that, in accordance with Rosstat’s instructions on how to fill out the 1-T prof report, the following categories do not need to be included in the payroll number of employees:

  • employees who are external part-time workers;
  • persons with whom civil law agreements (GPC) have been concluded;
  • women who are on maternity or child care leave;
  • military personnel called up for service.

In order to send the 1-T professional reporting form to statistics without errors, you should use the All-Russian Classifier of Occupations - OKZ (OK 010-2014 (MSKZ-08), approved by order of Rosstandart dated December 12, 2014 N 2020-st. This document contains all data on professions, specialties and positions similar to those contained in the report.

Form 1-T prof: filling rules

Step 1. Fill in the information on the title page as indicated above.

Step 2. We find out how to distribute workers into occupational groups and which codes to choose, using the reference book posted on the website of the Statistics Service (it contains 9 sheets, which means 9 main occupational groups, each sheet contains a list of occupations of the OKZ). Look for a reference book

  • for a legal entity - from 20 thousand to 70 thousand rubles;
  • for officials - from 10 thousand to 20 thousand rubles.

For providing false information and errors in 1-T professional, the penalties are similar. Let us remind you that the period during which an organization can be punished for errors is two months from the day following the date of submission of reports indicated on the form.

From October 2014, it is necessary to use the new statistical reporting form No. 1-T (prof) “Information on the number and needs of organizations for workers by professional groups.” In this article we will tell you who should report on this form and how to fill it out.

Who and where should submit form No. 1-T

Information in form No. 1-T (prof) must be submitted to all legal entities that are determined as a result of a scientifically based sample. This sample does not include small businesses.

Moreover, the form is filled out both for each separate division and for a legal entity without these separate divisions. And the completed forms are submitted to the territorial bodies of Rosstat both at the location of the corresponding separate division and at the location of the legal entity.

The head of a legal entity appoints officials authorized to provide statistical information on behalf of the legal entity.

The federal statistical observation form is also provided by branches, representative offices and divisions of foreign organizations operating on the territory of the Russian Federation in the manner established for legal entities.

Procedure for filling out form No. 1-T

Title page. The address part indicates the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, then the short name in brackets. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.

The line “Postal address” indicates the name of the subject of the Russian Federation, legal address with postal code. If the actual address does not coincide with the legal address, then the actual postal address is also indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated.

In the code part of the form, the legal entity enters the OKPO code. For separate divisions, an identification number is indicated, which is established by the territorial body of Rosstat at the location of the separate division.

In the case of delegation of authority to provide statistical reporting on behalf of a legal entity to a separate division, a separate division in the code part of the form indicates the OKPO code (for a branch) or identification number (for a separate division that does not have the status of a branch), which is established by the territorial body of Rosstat at the location separate division.

Please note that educational, healthcare and social service organizations engaged in organizing recreation and entertainment, culture and sports, and others that provide a summary report on Form No. P-4 and are included in the sample, fill out one report on Form No. 1-T ( prof) for all organizations included in the consolidated report.

Section 1. In column 4, the number of employees on the payroll of the organization as of October 31, 2014 is divided into nine enlarged professional groups, which in turn are divided into subgroups. The following employees are not included in these columns 4:

  • those who worked as part-time workers hired from other organizations (external part-time workers);
  • those who performed work under construction contracts and other civil contracts;
  • who were on maternity leave or parental leave.

When distributing workers into professional groups (occupations), one should be guided by the All-Russian Classification of Occupations (OKZ), put into effect Resolution of the State Standard of Russia dated December 30, 1993 No. 298 from January 1, 1995

To correctly distribute employees of organizations into professional groups, use the Directory of distribution of employees into subgroups and OKZ groups, which is posted on the Rosstat website: www.gks.ru in the section Metadata and regulatory reference information/Forms of federal state statistical observation/Album of forms of federal statistical observation on 2014/ 20. “Labor market/form No. 1-T (professional).” The directory is developed in Excel format and contains 9 sheets, each of which corresponds to one of the larger groups. In accordance with the examination program, in enlarged groups from 2 to 5 a list of classes is provided by basic groups (4 OKZ signs), in 1, 6, 7 and 8 enlarged groups - by composite groups (3 OKZ signs), and in the 9th enlarged group “ Unskilled workers” - by subgroups (2 OKZ signs). For each professional group of OKZ, a list of professions included in this group is provided.

When distributing the payroll of employees into professional groups, one should be guided by the following basic principles for distributing employees into enlarged groups:

  • Enlarged group 1"Heads of institutions, organizations and enterprises and their structural divisions (services)." Line 03 (OKZ code 121) takes into account managers heading enterprises, institutions, organizations (top officials) and their deputies. Line 04 (OKZ code 122) takes into account the heads of specialized (production and operational) departments and services and their deputies, who manage departments (services) related to the main activities of the organization. As a rule, the names of their positions contain the words: chief, manager, manager, work foreman (foreman), commandant, director (production, technical, programs, etc.), senior (trainer, instructor-methodologist), foreman ( site, workshop, drilling rig, etc.), chief (architect, mechanic, engineer, technologist, agronomist, livestock specialist, editor, etc.), manager, technical director, academic secretary, vice-rector, dean, etc. Line 05 (OKZ code 123) takes into account the heads (their deputies) of functional and other departments and services: financial and economic, administrative, personnel management and labor relations, marketing and sales of products, advertising and information, logistics, computer support , scientific and technological development, etc.
  • Enlarged group 2“Specialists of the highest level of qualification. Most of the occupations united by this classification group are distinguished by a high degree of complexity of the work performed and, as a rule, require a level of qualifications corresponding to higher professional education.
  • Enlarged group 3“Mid-level specialists. Occupations in this group require, as a rule, secondary vocational education or secondary (complete) general education and subsequent vocational training (course or individual) and only in some cases - higher vocational education.
  • Enlarged group 4“Workers involved in the preparation of information, documentation, accounting and maintenance.” For most occupations in this group, the required qualifications are achieved through individual training or special training according to an established program on the basis of secondary (complete) general education. For a number of professional groups included in this enlarged group, the necessary qualifications are acquired upon receipt of primary vocational education.
  • For most classes in larger groups from 5 to 8 the required qualifications are achieved through special training according to an established program on the basis of basic general education or secondary (complete) general education or individual training in the workplace. For a number of professional groups, the necessary qualifications are acquired when receiving initial vocational education.
  • For most classes in larger group 9“Unskilled workers” are characterized by a low level of qualifications, corresponding, as a rule, to the presence of basic general or secondary (complete) general education and individual training on the job

Column 5 indicates the organization’s need for workers to fill existing vacant jobs, distributed by professional groups. A half-staff vacancy (0.5) is counted as a whole unit.

Vacant jobs include those vacated in the event of employee dismissal, maternity leave or child care leave, as well as newly created jobs for which it is planned to hire employees within 30 days after the reporting period. If vacant positions are occupied by internal part-time workers and the organization does not take active steps to find workers, then this need for workers should not be reflected in Form No. 1-T (prof).

The distribution of enterprises' needs for workers by professional groups is carried out similarly to the distribution of payroll.

Help 1 filled out in accordance with paragraphs. 3-8 Instructions for employees carrying out activities and/or performing work in the production of goods and services related to the creation and use of nanotechnologies, based on the data in section 1. The number of employees is indicated for 4 of the 9 enlarged groups indicated in column 2 and corresponding lines 06, 70, 192 and 225 of section 1.

Nanotechnologies are technologies aimed at the creation and practical use of nanoobjects and nanosystems with specified properties and characteristics.

Nanotechnologies may require the involvement of competencies from such fields of knowledge as, for example, physics, chemistry, computer science, electronics, engineering sciences, biology, biotechnology, materials science, medicine, pharmaceuticals, etc. Nanotechnologies include the following areas: nanomaterials; nanoelectronics; nanophotonics; nanobiotechnology; nanomedicine; nanotools (nanodiagnostics); technologies for obtaining (production) of nanomaterials, nanodevices, nanoproducts; special technological equipment, etc.

Their responsibilities include selecting vacancies for job seekers; selection of workers for vacant positions on commission from an employer or employee, etc. (see section “Descriptions of main groups, subgroups, small and initial groups” of the All-Russian Classification of Occupations OK 010-2014 (MSKZ-08), adopted and put into effect by the Order of Rosstandart dated December 12, 2014 No. 2020-Art.

Individuals and organizations may attempt to present petitions to Parliament. How to apply to the committee. The main purpose of parliamentary committees is to conduct investigations and present the results of these investigations to parliament. Each request has terms of reference that outline the issues to be considered by the committee.

As part of the inquiry process, the committee seeks written submissions regarding the terms of reference. How to apply for notification. Questions addressed to a minister must relate to affairs of state with which the minister is officially associated, proceedings pending before Parliament, or any matter of administration for which the minister is responsible.

  • “Employees of collection firms and workers in related occupations for the collection of debts and payments.” The developers of the form classified it as employees in the public service sector (along with employees conducting consumer surveys and employees in the reception area (general profile)), who in turn are included in the section “Employees involved in the preparation and execution of documentation, accounting and service”;
  • in the section “Unskilled workers” in the new version of the report, the trade group “Street vendors and other unskilled workers providing various street services” appeared, etc., etc.

MAJOR CHANGES MADE TO THE INSTRUCTIONS

According to clause 1 of the Instructions the rules for filling out the address part of form No. 1-T (prof) and the “Postal address” line have remained virtually unchanged.

According to paragraph 8 clause 1 of the Instructions in the code part of the form the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) is entered, while the new edition of the Instructions clarifies that this code is entered on the basis Notifications about assignment of OKPO code, sent (issued) to organizations by territorial state statistics bodies.

In the note to clause 1 of the Guidelines added a link to clause 2 of Art. 11 of the Tax Code of the Russian Federation, according to which a workplace is considered stationary if it is created for a period of more than one month.

In paragraph 2 of the Directions An updated list of employees is provided that are not included in the list of employees of the organization. Thus, in addition to external part-time workers, executors under civil contracts and women on maternity leave and child care leave, the payroll now does not include military personnel in the performance of military service duties.

In paragraph 3 of the Directions provides information about the new All-Russian Classification of Occupations (OKZ), which should now be used as a guide when distributing workers into professional groups (occupations). The new classifier was put into effect by Order of the Federal Agency for Technical Regulation and Metrology dated December 12, 2014 No. 2020-st instead of the previously used OKZ, approved by Decree of the State Standard of the Russian Federation dated December 30, 1993 No. 298.

If in the previous version a link to the directory for the distribution of employees by subgroups and groups of OKZ was located at the end of the Instructions for filling out the form, then in the new version information about the Directory and its location on the Internet is presented in the second paragraph of clause 3 of the Instructions:

The scope of the Instructions has been significantly reduced by eliminating clause 6, which provided the principles for distributing employees into larger groups. Accordingly, as stated in paragraph 5 of the new edition of the Guidelines, the distribution of enterprises’ needs for workers by professional groups is carried out similarly to the distribution of payroll in accordance with paragraph 3 of the Guidelines(previously - in accordance with paragraphs 5 and 6), in which we are referred to the All-Russian Classification of Occupations (OKZ) and the Directory of Distribution of Workers by subgroups and groups of OKZ.

In addition, in the new edition of the Instructions, clause 9, which set out the rules for filling out Certificate 1, is excluded, since it is not in the new form No. 1-T (prof). The certificate concerned workers engaged in activities in the production of goods and services related to the creation or use of nanotechnology.

According to clause 4 of the Instructions Column 5 contains a list of jobs that are classified as vacant. The content of this list has not changed compared to the Guidelines in the previous edition (where it was number 7):

Legal entities of all forms of ownership are required to report to Rosstat on the number and wages of their employees by January 20, 2017. This article provides a sample of filling out such a report on Form 1-T.

Statistical form 1-T (prof) is called “Information on the number and wages of employees”, it was approved by order of Rosstat. Legal entities of all forms of ownership, with the exception of small enterprises, must submit Form 1-T.

Who must submit a report on Form 1-T and when?

Officials determined that only small businesses are exempt from the need to submit this statistical report. All other organizations must report to statistics.

Any organization has the opportunity to independently check whether it needs to submit this report. This can be done on the official website of Rosstat. To do this, you must enter the OKPO, INN or OGRN of the organization. If you still need to submit a report, you should do it before January 20, 2017. After this date, statistical authorities will begin to apply penalties to latecomers.

Separately, it should be noted that if an organization has separate divisions (branches), then Form 1-T is filled out and submitted both separately for each of these divisions and for the entire organization as a whole. It is important to understand that in this case, by a separate unit, officials understand any territorially separate unit from the organization, at or from the location of which economic activity is carried out at equipped stationary workplaces. Whether such a unit is registered as separate or not does not play a role in this case. The report should be submitted to the territorial statistical authorities at the location of each of them.

In addition, bankrupt organizations in respect of which bankruptcy proceedings have already been opened are not exempt from the obligation to submit this report. The legislation allows not to submit this form only after the complete liquidation of such a legal entity.

Sample of filling out form 1-T

Before you start filling out the reporting form itself, you need to remember that it contains such an indicator as the average number of employees. It can be calculated using the standard formula:

the sum of the average number of employees for all months of the reporting year divided by 12.

At the same time, the average number of employees per month is calculated as follows:

the sum of the payroll number of employees for each calendar day of the month, from the 1st to the 30th or 31st (for February - on the 28th or 29th), including holidays (non-working days) and weekends, divided by the number of calendar days of the month.

Statistical form 1-T must be filled out according to data as of December 31, 2016. The title page is easy to fill out. It should contain: the full name of the organization and a short name in brackets next to it; legal address of the legal entity, indicating the subject of the Russian Federation and the index, the actual address of the organization, if it does not coincide with the legal one, the OPKO code assigned by Rosstat.

After all the data has been posted, it is necessary to sum it up. After which the document must be certified by the signature of the responsible official of the organization. In addition, you should set the date for filling out the T-1 report and indicate an email address for communication.

Responsibility for late submission of Form 1-T

For late submission of statistical form 1-T, an administrative fine is provided. Its size is:

  • for organization - from 20 thousand to 70 thousand rubles;
  • for officials - from 10 thousand to 20 thousand rubles.
