What is a living wage, why is it needed, and what is its size? Minimum salary from July 1 of the year.

The question “what will be the cost of living in Moscow in 2018 from January 1” is quite relevant. And this is no coincidence. Year after year, Russians expect that the indicator will reach a level that will allow any category of the population to live without problems. For now, everything is exactly the opposite: the subsistence minimum only allows you to survive, and not to live normally.

What is included in the cost of living and what influences its value

The living wage consists of a list of products and things necessary for a “normal” existence. These include:

  • food products – a list of products included in the consumer basket for the year has been established;
  • personal hygiene products;
  • a minimum set of shoes and clothing;
  • expenses for utility bills.

The minimum is set for each region separately and can vary significantly. In Russia, the highest figure will be in Moscow and the Moscow region.

The following factors influence the cost of living:

  1. The amount of the minimum wage: with its increase, the cost of living is expected to increase.
  2. Discount inflation rate - it is by its value that the indicator under study should be indexed.

How much will the cost of living be in 2018?

Nobody can tell you the exact data yet; you can only predict the situation based on the information received. Namely, the dependence of the cost of living on the minimum wage. Also, the indicator will vary depending on the category of the population:

  • working population;
  • pensioners;
  • children.

There is also an average per capita figure. So in the 2nd quarter of 2016 it was 15,382 rubles, in the 3rd quarter -15,307 rubles, in the 4th quarter - 15,092 rubles. A slight but decreasing trend is noticeable.

Judging by the first value, in 2017 the course has been set for a slight increase. Whether it will continue, time will tell. But here it should be noted that the rate has increased only for the working population and children. For pensioners, unfortunately, the cost of living decreased by another twenty rubles compared to the previous quarter. The number is small, but still unpleasant.

Now about the forecasts. Let's take as a basis the cost of living for the working population, which in the 1st quarter of 2017 was 17,642 rubles and compare it with the minimum wage, which for the same period was within 17,300 rubles.
It is known that from July 1, 2017, the minimum wage in Moscow will be 17,992 rubles, i.e. there will be a significant increase compared to the previous period. And given the direct connection between the minimum wage and the cost of living, we can assume that in the second quarter of 2017 there will be an increase in the cost of living.

Will the upward trend continue: latest news

There are still six months until January 1, 2018. There is no point in relying on current data on a possible increase in the cost of living in the 2nd quarter of 2017, or speculating about whether the indicator will continue to rise in the future.

According to the Minister of Finance, serious economic reforms are needed to radically improve the situation. And the government plans to stabilize the economic situation in the country by cutting many social benefits. The conclusions speak for themselves.

From January 1, 2019, the minimum wage is 11,280 rubles (+1.05%) (Order of the Ministry of Labor dated August 24, 2018 No. 550n).
From May 1, 2018, the minimum wage is 11,163 rubles (+17.6%), i.e. equal to the federal subsistence minimum for workers (Federal Law dated 03/07/2018 No. 41-FZ)
The coefficient and percentage bonus for work in the Far North and equivalent areas are calculated above the minimum wage, and are not included in it.

In fact, the employee’s salary paid in person may be lower than the regional minimum wage, since the minimum wage is calculated from the accrued salary, i.e. before personal income tax is withheld. Accordingly, with an accrued salary of 1 minimum wage (9,489 rubles), the amount of payment to the employee in person is reduced by the amount of personal income tax. Also, the calculation of sick leave may not be lower than the calculation based on the local minimum wage.

Life in a country is assessed according to several criteria. One of them is the cost of living indicator. It is determined by calculating the cost of products included in a citizen’s basic consumer basket. How much the quality of life of Russians will increase or decrease depends on what the cost of living will be in 2017. It is assumed that the minimum must increase annually by at least the inflation factor in order to correspond to reality.

Living wage for 1 quarter

The mechanism for calculating the living wage is enshrined in law. According to the norms of Law No. 134-FZ, the indicator is calculated quarterly, taking into account fluctuations in the cost of goods in Russia. For the 1st quarter of 2017 in the Russian Federation there is a minimum established on the basis of the price of goods for the 4th quarter of 2016. Further, accordingly, when calculating the minimum for the 2nd quarter, the data for the first will be taken into account, and when determining the amount for the 3rd quarter, the figures for the second will be used. The growth trend in indicators can be traced by analyzing data for past periods.

What is the cost of living in Russia for pensioners

When determining the cost of living for a pensioner, the person’s age is taken into account – 55 and 65 years for women and men, respectively. Whether a pensioner is employed or not is not important. The consumption basket of a Russian citizen of retirement age is less than that of a child or an able-bodied citizen. Deviations are approximately 10% - 20%. Also, the minimum for a pensioner is set differently in the regions. The highest figure is in the Nenets Okrug - 15,837 rubles, and the lowest at the end of 2016 in Mordovia - 6,453 rubles. Also among the regions with the lowest rates are Bashkortostan, Kalmykia and the Belgorod region. The leaders are considered to be the capital, St. Petersburg and the Far Eastern regions.

The cost of living from January 1

At the beginning of 2017, the cost of living is expected to increase by 6%. However, it must be taken into account that the forecast and conclusions of expert analysts do not always correspond to reality. It is possible that the minimum will not exceed the amount established at the end of 2016. The estimated numbers are:

  • for an able-bodied citizen – 10,524 rubles;
  • for a pensioner – 8025 rubles;
  • for a child – 9677 rub.

As you can see, these figures are clearly lower than the data for the previous period increased by the inflation factor.

Minimum size of the consumer basket in Moscow

In the capital, the minimum subsistence level for categories of Russians is slightly higher than the national average. This is due to the higher cost of living in Moscow. Income indicators of Muscovites also have an impact. However, the capital's cost of living does not compensate for rising inflation. Therefore, local authorities are introducing local subsidies for city residents. In 2017, Muscovites can plan their family budget, based on information for the 3rd quarter of 2016. On average, the minimum is 15,307 rubles. The distribution by category looks like this:

  • for an adult – 17,487 rubles;
  • for a child – 13,159 rubles;
  • for a pensioner – 10,823 rubles.

In comparison with the indicators for the 2nd quarter, the cost of living decreased for able-bodied citizens by 74 rubles, for pensioners by 60 rubles, and for children by 100 rubles.

Minimum wage from July 1, 2017

From July 1, 2017, the minimum wage in Russia has increased and its amount is 7,800 rubles. This is provided for by Federal Law No. 460-FZ dated December 19, 2016
“On amendments to Article 1 of the Federal Law “On the Minimum Wage.”

Note that the last time the minimum wage was increased was from July 1, 2016 to 7,500 rubles (Federal Law, Article 1 of Federal Law dated June 2, 2016 No. 164-FZ). Here is a table showing the increase in the minimum wage in recent years:

Minimum wage from July 1, 2017 and wages

The minimum wage is the minimum wage that an organization or individual entrepreneur (employer) must accrue to employees for the month they have fully worked (Article 133 of the Labor Code of the Russian Federation). However, keep in mind that an employee may receive less than the minimum wage in person - minus personal income tax and other deductions, for example, alimony. Accordingly, from July 1, 2017, it is impossible to pay less than 7,800 rubles.

It is worth noting that the salary of employees from July 1, 2017 may be less than 7,800 rubles. After all, the total salary, which includes (Article 129 of the Labor Code of the Russian Federation) cannot be less than the minimum wage:

  • remuneration for work;
  • compensation payments, including additional payments and allowances;
  • incentive payments (bonuses).

Currently, in the Russian Federation two concepts of minimum wage (minimum wage) are legally established:

    federal minimum wage and

    regional minimum wage.

Articles 133 and 133.1 of the Labor Code of the Russian Federation (as amended on June 18, 2017) establish two concepts:

    the minimum wage, which is established by federal law throughout the Russian Federation (federal minimum wage), and

    minimum wage in a constituent entity of the Russian Federation (regional minimum wage).

On July 1, 2017, the federal minimum wage was increased. Now the federal minimum wage is 7,800 rubles.

The increase in the minimum wage by 300 rubles (from 7,500 to 7,800 rubles) occurred in accordance with the Federal Law of December 19, 2016 N 460-FZ "On Amendments to Article 1 of the Federal Law of June 19, 2000 N 82-FZ "On the Minimum amount of remuneration."

"Article 1. Establish the minimum wage from July 1, 2017 in the amount of 7,800 rubles per month"

The federal minimum wage is established by Article 133 of the Labor Code of the Russian Federation.

Article 133. “Establishing the minimum wage”:

    The minimum wage is established simultaneously throughout the entire territory of the Russian Federation by federal law and cannot be lower than the subsistence level of the working population.

    The minimum wage established by federal law is ensured by:

      organizations financed from the federal budget - at the expense of the federal budget, extra-budgetary funds, as well as funds received from business and other income-generating activities;

      organizations financed from the budgets of the constituent entities of the Russian Federation - at the expense of the budgets of the constituent entities of the Russian Federation, extra-budgetary funds, as well as funds received from entrepreneurial and other income-generating activities;

    The monthly salary of an employee who has fully worked the standard working hours during this period and fulfilled the labor standards (job duties) cannot be lower than the minimum wage.

Article 133.1. “Establishing the minimum wage in a constituent entity of the Russian Federation”:

    In a constituent entity of the Russian Federation, a regional agreement on the minimum wage may establish the amount of the minimum wage in the constituent entity of the Russian Federation.

    The minimum wage in a constituent entity of the Russian Federation may be established for employees working in the territory of the corresponding constituent entity of the Russian Federation, with the exception of employees of organizations financed from the federal budget.

    The size of the minimum wage in a constituent entity of the Russian Federation is established taking into account socio-economic conditions and the cost of living of the working population in the corresponding constituent entity of the Russian Federation.

    The minimum wage in a constituent entity of the Russian Federation cannot be lower than the minimum wage established by federal law.

    The minimum wage in a constituent entity of the Russian Federation is ensured by:

      organizations financed from the budgets of the constituent entities of the Russian Federation - at the expense of the budgets of the constituent entities of the Russian Federation, extra-budgetary funds, as well as funds received from entrepreneurial and other income-generating activities;

      organizations financed from local budgets - at the expense of local budgets, extra-budgetary funds, as well as funds received from business and other income-generating activities;

      other employers - at their own expense.

    The development of a draft regional agreement on the minimum wage and the conclusion of the said agreement are carried out by a tripartite commission for regulating social and labor relations of the relevant constituent entity of the Russian Federation in the manner established by Article 47 “Procedure for developing a draft agreement and concluding an agreement” of the Labor Code.

    After concluding a regional agreement on the minimum wage, the head of the authorized executive body of a constituent entity of the Russian Federation invites employers operating in the territory of this constituent entity of the Russian Federation and who did not participate in the conclusion of this agreement to join it. This proposal is subject to official publication along with the text of this agreement. The head of the authorized executive body of a constituent entity of the Russian Federation notifies the federal executive body exercising the functions of developing state policy and legal regulation in the field of labor about the publication of the said proposal and agreement.

    If employers operating in the territory of the relevant constituent entity of the Russian Federation, within 30 calendar days from the date of official publication of the proposal to join the regional agreement on the minimum wage, have not submitted to the authorized executive body of the constituent entity of the Russian Federation a reasoned written refusal to join it, then the specified agreement is considered extended to these employers from the date of official publication of this proposal and is subject to mandatory execution by them. The said refusal must be accompanied by a protocol of consultations between the employer and the elected body of the primary trade union organization uniting employees of this employer, and proposals for the timing of increasing the minimum wage of employees to the amount provided for in the specified agreement.

    If an employer refuses to accede to a regional agreement on the minimum wage, the head of the authorized executive body of a constituent entity of the Russian Federation has the right to invite representatives of this employer and representatives of the elected body of the primary trade union organization uniting employees of this employer for consultations with the participation of representatives of the parties to the tripartite commission on social regulation - labor relations of the corresponding subject of the Russian Federation. Representatives of the employer, representatives of the elected body of the primary trade union organization and representatives of the said tripartite commission are required to take part in these consultations.

    Copies of employers' written refusals to join the regional agreement on the minimum wage are sent by the authorized executive body of the constituent entity of the Russian Federation to the corresponding territorial body of the federal executive body authorized to exercise federal state supervision over compliance with labor legislation and other regulatory legal acts containing labor law norms.

    The monthly salary of an employee working in the territory of the relevant constituent entity of the Russian Federation and who is in an employment relationship with an employer in respect of whom the regional agreement on the minimum wage is in force in accordance with parts three and four of Article 48 of the Labor Code of the Russian Federation or to whom the said agreement is extended in the manner established by parts six to eight of this article, cannot be lower than the minimum wage in this constituent entity of the Russian Federation, provided that the specified employee has fully worked the standard working hours during this period and fulfilled labor standards (job duties).

Based on the above federal legislative norms (Articles 133 and 133.1 of the Labor Code of the Russian Federation), most constituent entities of the Russian Federation in their territories introduce their own regional minimum wage, which exceeds the minimum wage established at the federal level (federal minimum wage).

The minimum wage in Moscow and the Moscow region depends on:

    from the subsistence level in the region,

    as well as from the federal minimum wage.

Since the cost of living in these regions is revised quarterly, and since July 1, the federal minimum wage was increased, the minimum wage in Moscow and the Moscow region has also changed since July 1, 2017.

Minimum wage (minimum wage) from July 1, 2017 in Moscow

In Moscow, the minimum wage depends on the subsistence level of the working population.

The cost of living is approved once every three months. As the cost of living increases, the regional minimum wage also increases. The new minimum wage in Moscow begins to operate on the 1st day of the month following the month in which the next decree on the subsistence minimum comes into force. But if the cost of living has not changed or even decreased, then the minimum wage in Moscow remains the same.

In the 4th quarter of last year, the cost of living in Moscow was reduced to 17,487 rubles from 17,561 rubles in the 3rd quarter (?). Therefore, the minimum wage in Moscow did not change and amounted to 17,561 rubles from January 1, 2017.

Since July 1, 2017 it has increased to 17 624 rubles per month (with bonuses and allowances). This living wage for the working population was established by the Moscow Government.

Decree of the Moscow Government of June 13, 2017 N 355-PP “On establishing the cost of living in the city of Moscow for the first quarter of 2017.”

The new minimum wage in Moscow in the amount of 17,624 rubles has been in effect since July 1, 2017.

Salaries of employees with bonuses and allowances must not be lower than this minimum wage level. Therefore, companies in the capital need to raise employee salaries to 17,624 rubles per month, if they are lower.

You can refuse the regional minimum wage and adhere to the federal minimum wage. Reasoned refusals must be sent within 30 calendar days from the official publication of the Moscow government decree on the new living wage. The refusal must be sent to the Moscow Tripartite Commission.

If the company has not officially renounced the regional minimum wage and does not comply with it, then the employer may be held liable in the form of fines:

    penalty for the organization:

      can range from 30,000 to 50,000 rubles,

      and if this violation is repeatedly detected - from 50,000 to 70,000 rubles;

    fine for the director or chief accountant:

      in case of a primary violation, they may issue a warning or issue a fine from 1,000 to 5,000 rubles,

      if repeated - a fine of 10,000 to 20,000 rubles. Moreover, they can be disqualified for a period of one to three years.

Minimum wage (minimum wage) from July 1, 2017 in the Moscow region

From January 1, 2017, the minimum wage in the Moscow region is 13,750 rubles.

In 2016, the minimum wage was changed only once, so it is possible that from July 1, 2017, the minimum wage for the Moscow region will be revised. For now, the current minimum wage in the Moscow region - 13,750 rubles - is used by all employers in the Moscow region who did not switch to the federal minimum wage in January 2017.

For all employers who promptly abandoned the regional minimum wage and switched to the federal minimum wage, in Moscow and the Moscow region, from July 1, 2017, the minimum wage will be 7,800 rubles.

Employees' wages cannot be lower. Otherwise, the employer will be held accountable for violating the labor rights of employees.

How salaries have changed in Moscow and the Moscow region

Moscow employers have a reason to raise wages. Over the past year, Moscow showed growth in all sectors:

    the maximum increase for financial companies is plus 18.5 thousand rubles,

    Average salaries increased the least in the “Hotels and Restaurants” industry - plus 906 rubles.

Companies located near Moscow can afford to reduce wages for their employees.

In the Moscow region in 2016, average wages decreased in most industries:

    the largest increase occurred in public administration - plus 2.3 thousand rubles,

    Trade workers lost the most - minus 9.2 thousand rubles.
