Dormitory of the Far Eastern Federal University. Regulations on the procedure for settling students in dormitories,

In addition to the campus buildings built in 2012, FEFU has several dormitories on the mainland. Students who moved into them this year described the condition in which they received the rooms. According to them, the living conditions in the dormitories of the federal university can be called unsatisfactory, to say the least.

FEFU students are provided with eight dormitories for living in the city. The cost there is significantly lower than on campus: almost 500 rubles per month per person, while on-campus accommodation costs from 2,700 to 7,000 rubles. At the same time, there is practically no mention of city dormitories on the official website of FEFU: there are no photographs of the rooms and the buildings themselves, and from the information you can only find the cost of living. Students find all this data themselves through special groups on social networks and through word of mouth.

As students are told, 2-5 year students who have academic and financial debts to the university or an average score for the last session below 4.25 are sent to the mainland FEFU dormitories.

The conditions in most city dormitories are difficult to compare with campus ones - in some places there are no mattresses, and in others there are no beds. Students can only dream of a desk, an ironing board, or at least a shared tile.

“Of course, I’m not picky, but I want to eat and wash. There is no kitchen, no washing machines and no hot water. When I first came here, I was shocked, the entire floor was strewn with cockroaches, there was nowhere to step. The taps did not work, there has been no hot water for a month, there is a draft from the window even when it is closed. I was already cold and sick. The room is very small, there is even nowhere to put things. The next room is absolutely terrible, the walls are bare, there are even more cockroaches, the window doesn’t open, everything is in terrible condition,” shares a 2nd year student Anastasia Bilyk. She knew that students with low scores were sent to the mainland, but she was not prepared for such conditions. Anastasia was settled at 21 Derzhavina.

According to students, they have now stopped placing people in hostel number 13 on Derzhavina, 19A - there are no places. Many consider this hostel to be one of the best - built relatively recently for foreign students. Toilet and shower per block; 4 to 6 people live in the block.

“I live on Derzhavina, 19A, but they are not moving there now - they say there is no room. But they exist, I myself lived in a block where there were 4 free places. Apparently, no one just wants to do this,” said Novel, student at the FEFU School of Economics and Management.

Apart from dormitory no. 13, students consider the first one, on Aleutskaya, 65, to be the best. There are rooms for 2-3 people and, as on campus, there is a shower and toilet per room. But getting into this hostel is almost impossible - there are no places either. Many foreign students live here.

This year, due to the large influx of students, a hostel was opened at 1 Nekrasovsky Lane. It was not open for 3 years, but now students are being accommodated there again. Students of the Far Eastern Federal University who move in are faced with mold, holes in the windows, walls and floors.

“Yesterday we were given directions to Pogranichnaya, 26, we were there, and we were told that there were no places. It is full, 165 people in total. Everyone is sent to Sukhanova, 1, but everything there is now full too. Yesterday my friend and I were moved into one room there - one bed, no mattresses, nothing. There are no conditions there - there is mold and mildew in the room. There is only one shower for the entire dorm and there is no hot water, there won’t be until the end of September. Today we came to ask for another dorm,” said a student of the FEFU School of Engineering in line at the distribution center.

But even in order to get a room in the city, the guys need to wait in a long line, sometimes it takes several days.

“I was given a direction to Gogol, 19, I arrived there, and they said that there were no places. Today I’m standing in line again to get a referral to another dorm,” complains one of the students in line at the placement center at 19A Okeansky Prospekt. Here they give directions to hostels located on the mainland.

Registration for the queue begins in the evening of the previous day. Students who do not get an appointment on the day of application write their names on a piece of paper before leaving, creating a list for the next morning. The office is open from 9.00 to 18.00. At 10.00 the line on the sheet numbers more than 100 people. As students say, in the evening it’s not crowded at all. After receiving the referral, the guys go to move into the dormitory itself.

The guys who ended up on the mainland were divided into two camps: some believe that they can simply renovate the rooms and live in peace, while others are going to fight this. Thus, on the Change.org website it has already been created in the name of the President of the Russian Federation and the Minister of Education. More than 650 people signed it within 24 hours.

In addition, proactive students promise that their activities will not end there and complaints will be written to the prosecutor’s office, the sanitary and epidemiological station, the administration of the Primorsky Territory and other authorities.

The editors of VL.ru sent an official request to the FEFU press service about sending students to mainland dormitories and about their complaints about the condition of the rooms. At the time of publication, university representatives did not provide answers to questions asked.

The luxurious campus in Russky is the pride of the entire Far East. However, this year many students were provided with living space on the mainland. But those who received state-owned square meters cannot be called lucky. After all, the living conditions of students at the country’s largest university are far from ideal.

There are almost 20 thousand full-time students at the federal university. But such an army of young people needs not only to be trained, but also to be settled somewhere. And this is not easy to do! When students arrived to get a place in the dormitory, photos with comments appeared on social networks:

The students were afraid to speak openly on camera. They talked about how everything happened incognito.

Ivan Ivanov, student: “The queue is 200-300 people long. People who came from Kamchatka and Sakhalin, Blagoveshchensk, Yakutsk lived in hotels for several weeks because they could not get into the hostel.”

Irina Krasina, student: “For example, I come from Yakutia, and they tell me: “Sorry, there are no places!” Where should we live? This is the first time such a settlement has taken place.”

As the students say, they were resettled haphazardly. For example, some girls were placed with boys. Students will not remember such a settlement!

Veronika Goloborodko, student: “There were no such problems at all. They settled in calmly: a girl means a girl is accommodated, boys means boys. It wasn’t that it was a girl... But here you have two boys, rejoice in male attention.”

This year, 7 thousand newcomers entered the university. They are trying to settle yesterday's schoolchildren on the island. So that their first days of school are spent in comfort. But many people got not so luxurious apartments.

Sergey Stanchik, correspondent: “As students say, now mostly only first-year students live on Russian Island. And second- to fifth-year students are sent to dormitories on the mainland. These are mostly C students or those who have some kind of debt. There are a lot of both of them at the university! Of course, the conditions in most city dormitories are difficult to compare with campus ones.”

Ivan Ivanov, student: “Everyone complains. They arrange the rooms themselves. They are making repairs. 70 percent with your own furniture.”

Ilya Nikiforov, student: “There are no pieces of plaster. Holes in the floor. The glass is broken."

Nikolai Efimov, student: “When we entered the room, there were two cabinets. They are generally just terrible. When they started doing the renovations, when they started peeling off all the wallpaper, there were a lot of dead cockroaches under the wallpaper. It's a mess here. The building itself is in disrepair. The room has wooden windows and only one frame. The heater is on and it’s already a little cold. We have already spent eight thousand on repairs. The wall was painted black because here...”

But soon the situation will change for the better for some. As a university representative explained, many of the guys were placed on the mainland temporarily and now the second wave of settlement has already begun.

Alexey Magalyas, head of the FEFU press service: “Before the start of the academic year, the university administration carried out large-scale work to increase the number of rooms. In addition, about 2 thousand places were prepared. The campus is already ready to accept more than 10 thousand students. Most of the places were distributed in the first wave between nonresident freshmen and senior students in accordance with the performance rating. The second wave of campus move-in is now underway, during which unoccupied rooms, about 730 of them, are being transferred to senior students from mainland dormitories.”

However, a petition has already been created on the website change.org addressed to the President of Russia and the Minister of Education and Science. More than eight hundred people have already signed it. We will keep the situation under control.

Far Eastern Federal University (FEFU) was created on the basis of four united universities in Primorye: Far Eastern State University,Far Eastern State Technical University, Pacific State Economic Universityand Ussuri State Pedagogical Institute. You go down the steps or by elevator. Everything is so beautiful and shiny. I really liked it. A friend who looked at the photos said that it looked like the university where her friend studied in Switzerland.

27. The building is simply dotted with broken lines and non-standard solutions. It has two entrances and exits, so once you get into the main building you can easily exit on the other side and find yourself on the campus itself.

A few words about the building itself. I liked it, as I wrote above. Made stylish and modern. However, apart from the admissions office, the dining room, some administrative premises and the library, there is little in it. Most of the students study in their own “schools” - separate buildings. The only exception is technicians and some other specialties, but they will soon be transferred from old premises located on the mainland to new ones on the island.

At some moments it seemed to me that we were not on the territory of an educational institution, but somewhere on the sunny coast of Turkey, in some hotel. It is so clean and well maintained there. There is a special company that monitors the cleanliness of the campus. He changes the linen of students in the dormitory and the dormitory itself is designed for two residents and looks more like a hotel room.

Do not forget that there is a fly in the ointment: for example, the famous yellow water flows from the tap there. You can’t drink it, it can’t be filtered or boiled, and you can only drink imported bottled water. There are things like a post office and a store on campus. It was surprising to see a post office on the university campus.

33. On campus, the speed should not exceed either 40 or 20 km/h, I don’t remember. For violating the ban, a pass giving the right to travel through the university territory is taken away.

35. Local football stadium. As a fan of this sport, I can say with confidence that the surface is very good. I don’t know if it’s possible to play on it in winter or not. The field has its own stands with all amenities - changing rooms and toilets. I think there is even a shower.

1. General provisions

1.1. This regulation on the procedure for the settlement of students in dormitories, the hotel complex of the campus of the federal state autonomous educational institution of higher professional education "Far Eastern Federal University" (hereinafter referred to as the Regulations) determines the procedure, conditions, terms of settlement of students in the dormitories of the federal state professional education "Far Eastern Federal University" (hereinafter referred to as FEFU dormitories) and to the hotel complex of the federal state campus autonomous educational institution of higher education professional education "Far Eastern Federal University" (hereinafter - the hotel complex of the FEFU campus).

1.2. This Regulation applies to all students of the federal state autonomous educational institution of higher education professional education "Far Eastern Federal University" (hereinafter referred to as FEFU).

2. Criteria for seat distribution

2.1. Distribution of places in FEFU and/or dormitories hotel complex of the FEFU campus among FEFU students who need places in FEFU dormitories (hereinafter referred to as those in need of accommodation) are provided on the basis of the criteria defined in these Regulations, in accordance with the established priority of accommodation.


2.2. Those in need of accommodation are non-resident students (including foreign ones), graduate students, doctoral students, full-time FEFU college students who have expressed a desire to settle in FEFU dormitories and/or FEFU campus hotel complex.

2.3. Distribution of places in FEFU dormitories, hotel complex of the FEFU campus among students in need of accommodation is carried out on the basis of a rating system of accommodation within the framework of the fund of available beds.

2.4. The distribution of places in FEFU dormitories and the hotel complex of the FEFU campus among foreign students in need of accommodation is carried out according to their applications without fail from among the places reserved for them; in the absence of a reserve - at the first opportunity, out of turn.

2.5. The distribution of places in the FEFU dormitories, the hotel complex of the FEFU campus among other categories of students who have expressed a desire to settle in the FEFU dormitories and/or the hotel complex of the FEFU campus is carried out according to their applications from among the free beds remaining after the provision of beds to the students specified in clauses 2.3, 2.4 of these Regulations.

2.6. Students on academic leave are placed in FEFU dormitories, the hotel complex of the FEFU campus is not provided, except in cases established by the legislation of the Russian Federation.

2.7. Providing students with places in FEFU dormitories, hotel complex of the FEFU campus is carried out in the following order:

2.7.1. No later than July-August of the corresponding academic year, places in FEFU dormitories are provided, hotel complex of the FEFU campus students of 2-5 years in need of accommodation, including senior undergraduates (in the absence of violations of the Rules of residence in the FEFU dormitory, the hotel complex of the FEFU campus and academic debt), in compliance with the order given below:

First of all, places are provided to students belonging to the categories of orphans, children left without parental care, persons equated to these categories, disabled people of groups I and II, persons suffering from diseases as a result of the accident at the Chernobyl nuclear power plant;

Secondly, places are provided to students living in the dormitory at the time of submitting an application for accommodation, who took part in sanitary days and/or cleanup days, and students enrolled at FEFU in accordance with targeted admission to places financed from the federal budget (based on agreements for targeted training);

In the third place, places are provided to students according to the ranking based on academic performance points, additional points awarded in the presence of certain social/material conditions, confirmed by relevant documents (large families, low-income families, single-parent families, disabled parents, retired parents), as well as for the active participation of students in extracurricular (sports, creative, social, scientific) activities.

2.7.2. Until October 1 of the corresponding academic year, places in FEFU dormitories are provided, hotel complex of the FEFU campus students in need of accommodation enrolled in the first year of study, in accordance with the order given below:


First of all, places are provided to students belonging to the category of orphans, children left without parental care, persons equated to these categories, disabled people of groups I and II, persons suffering from diseases as a result of the accident at the Chernobyl nuclear power plant;

Secondly, places are provided to students enrolled at FEFU in accordance with targeted admission to places financed from the federal budget (based on contracts for targeted training);

In the third place, places are provided to: students - according to the ranking based on the Unified State Exam scores, undergraduates - according to the ranking based on the average score in the diploma of higher professional education, taking into account additional points awarded in the presence of certain social/material conditions, confirmed by relevant documents (large family, low-income, single-parent families, disabled parents, retired parents), as well as students enrolled in the priority groups of specialties of the School of Engineering, School of Biomedicine, School of Natural Sciences.

The list of priority groups of specialties is presented in Appendix 1 to these Regulations.

2.7.3. From October 1 until the end of the corresponding academic year, places in FEFU dormitories are allocated, hotel complex of the FEFU campus according to priority in order of listing:

Students in need of accommodation who were not provided with places in FEFU dormitories, hotel complex of the FEFU campus in accordance with subclauses 2.7.1, 2.7.2 of this clause;

Students who have permanent registration at their place of residence in Vladivostok.

Nonresident students who have violations of the Rules of residence in the FEFU dormitory/hotel complex of the FEFU campus may be provided with places based on the decision of the Conflict Commission.

Providing places in FEFU dormitories, hotel complex of the FEFU campus in accordance with this subclause is carried out as places become available in FEFU dormitories, hotel complex of the FEFU campus.

2.7.4 For students with academic debt, places in FEFU dormitories, hotel complex of the FEFU campus are provided in the order of applications submitted, subject to availability of places after the provision of places in FEFU dormitories, hotel complex of the FEFU campus in in accordance with subclause 2.7.3 of this clause.

2.9. The criteria for awarding additional points to students are presented in Table 1.

2.10. Information about the number of points scored, as well as the student’s place in the ranking for the provision of places in FEFU dormitories, the hotel complex of the FEFU campus, is sent to the student in his personal account on the official FEFU website on the Internet, and/or to the email address specified in the application, and/ or via SMS notification to the contact phone number specified in the application for the provision of places in FEFU dormitories, the hotel complex of the FEFU campus.

2.11. In case of disputes regarding the provision of places in FEFU dormitories, hotel complex of the FEFU campus decisions on them are made by the Commission for the distribution of residential premises in the housing stock of the Far Eastern Federal University (hereinafter referred to as the Commission).

2.12. The Commission includes: chairman, secretary, and other members of the Commission. The personal composition of the Commission is annually approved by order of the Vice-Rector for Campus Development no later than August 15.

2.13. The commission is considering issues of challenging the order of provision of places in FEFU dormitories, hotel complex of the FEFU campus according to rating. The commission has the right to decide to assign additional points to the student (if the latter has documented special circumstances), guided by the criteria established by paragraph 2.9 of these Regulations.

2.14. The decision of the Commission is documented in a protocol signed by the chairman, secretary, and other members of the Commission present at the meeting.

3. Procedure and deadlines for submitting applications for places
in FEFU dormitories, hotel complex of the FEFU campus

3.1. Applicants (including those entering master's programs) who need places in FEFU dormitories, hotel complex of the FEFU campus, upon admission to FEFU, provide information to the secretariat of the admissions committee that they need a place in the FEFU dormitory, hotel complex of the FEFU campus, according to the established form.

Students enrolled in the 1st year of study fill out an electronic application form on the official FEFU website on the Internet www. dvfu. ru from August 15 to August 29 inclusive.

Students enrolled in the 1st year of study and enrolled in master's programs fill out an electronic application form on the official FEFU website on the Internet www. dvfu. ru from August 20 to August 29 inclusive.

3.2. Students of 2-5 years of study, who are 1-4 year students at the time of application, annually submit applications for places in FEFU dormitories, hotel complex of the FEFU campus to the Campus Operations Department or fill out an electronic application form on the FEFU official website on the Internet www. dvfu. ru from May 20 to June 30 inclusive.

3.3. Second-year master's students apply for places in FEFU dormitories, hotel complex of the FEFU campus to the Campus Operations Department or fill out an electronic application form on the FEFU official website on the Internet www. dvfu. ru from 01 to 30 June inclusive.

3.4. Postgraduate and doctoral students annually submit applications for places in FEFU dormitories, hotel complex of the FEFU campus to the department for training scientific and pedagogical personnel of the Department of Organization of Scientific Activities from October 1 to October 25 inclusive.

3.5. FEFU college students in their first year of study apply for places in FEFU dormitories, hotel complex of the FEFU campus to the Department of Pre-University Education and the organization of student recruitment upon admission. College students of subsequent years of study annually apply for places in FEFU dormitories, hotel complex of the FEFU campus to the Department of Pre-University Education and Organization of Student Enrollment from May 1 to May 31 inclusive.

3.6. 1st year foreign students apply for places in FEFU dormitories, hotel complex of the FEFU campus to the Department of International Educational Projects from August 1 to August 25 inclusive, 2-5 courses of study - from June 1 to July 31 inclusive.

3.7. Students who need places in FEFU dormitories, hotel complex of the FEFU campus, but have not submitted an application for the provision of places in FEFU dormitories, hotel complex of the FEFU campus within the periods specified in subclauses 3.1-3.6 of these Regulations, places in FEFU dormitories may be provided, hotel complex of the FEFU campus in accordance with subclause 2.7.3 of clause 2.7 of these Regulations.

3.8. Students who need places in FEFU dormitories, hotel complex of the FEFU campus, but have not submitted applications for the provision of places in FEFU dormitories, hotel complex of the FEFU campus within the time periods specified in subparagraphs 3.1-3.6 of these Regulations, for a valid reason, they can submit the specified applications within 7 days after the cessation of the circumstances preventing the filing of applications.

3.9. Acceptance of applications from students who, at the time of receiving applications, did not need to be provided with places in FEFU dormitories, hotel complex of the FEFU campus, in the event of the occurrence of the circumstances specified in paragraph 2.7 of these Regulations and which are the basis for the provision of places in FEFU dormitories, the hotel complex of the FEFU campus, is carried out in accordance with these Regulations throughout the entire academic year.

4. Rules for registering applications for places
in FEFU dormitories, hotel complex of the FEFU campus

and the formation of lists of students recommended for settlement

4.1. Applications for the provision of places in FEFU dormitories, hotel complex of the FEFU campus, completed in paper form, are registered by responsible officials of the relevant departments of the Far Eastern Federal University.

4.2. Employees of FEFU departments accepting paper applications for the provision of places in FEFU dormitories, hotel complex of the FEFU campus, according to
pp. 3.1-3.7 of these Regulations bear disciplinary liability for violation of the registration procedure, loss or damage to these applications.

4.3. Lists of students in need of places in FEFU dormitories, hotel complex of the FEFU campus, are formed by the relevant structural units that accept applications for the provision of places in FEFU dormitories, hotel complex of the FEFU campus, based on submitted applications. These lists are generated within 5 calendar days after the deadline for accepting applications and submitted to the Campus Operations Department.

4.4. Providing places in FEFU dormitories in accordance with subclauses 2.7.1, 2.7.2 of clause 2.7 of these Regulations carried out on the basis of the order of the Vice-Rector for Campus Development.

Providing places in FEFU dormitories in accordance with subclauses 2.7.3, 2.7.4 of clause 2.7 of these Regulations are carried out on the basis of orders of the Vice-Rector for Campus Development, issued during the academic year as applications are received.

The provision of places in the hotel complex of the FEFU campus is carried out on the basis of submitted applications and concluded agreements in accordance with the lists approved by the Vice-Rector for Campus Development.

4.5. Lists of persons who have been provided with places in FEFU dormitories, hotel complex of the FEFU campus, are located respectively in the FEFU dormitories and the FEFU hotel complex, on the FEFU official website on the Internet.
