Causes.

The first reason for a power outage in a house, apartment or office is an accident. An accident can be external, for example, in the system, in networks, at a substation, and it remains only to wait for it to be eliminated by the relevant services.

The second reason is an overload or short circuit in your network and, as a result, the operation of protection devices in the floor or home shield of protection devices (fuses, plugs, circuit breakers, RCDs). Let's go.

The third and most problematic reason is the disconnection by the management company (UK) for late payments for consumed electricity to the energy supply organization or its divisions (Energosbyt).

Foundations.

This information is taken from Decree of the Government of the Russian Federation No. 442 dated May 4, 2012, paragraph II, paragraph 19.

• According to the legislation, if the delay in payments for electricity reaches two months, a partial restriction of the consumption mode is introduced, if there is a technical possibility for this. At the same time, at least 15 days before the proposed shutdown, you must be sent a notice of the planned introduction of a partial restriction on the consumption regime if you fail to pay off the resulting debt within the period specified in the notice.
• If non-payment is 3 months, then a complete restriction of the consumption regime is introduced. At the same time, at least 15 days before the proposed introduction of a full restriction, you must be sent a notification of the planned introduction of a complete restriction of the consumption regime if you do not fully repay the resulting debt before the expiration of the next payment period, indicating the day, starting from 00 hours of which you yourself introduce a complete restriction of the mode of their consumption.
• And finally, if the debt is not repaid within the period specified in the notice of the planned introduction of a complete limitation of the consumption mode and you do not introduce a complete limitation of your consumption mode on your own, then the contractor (subcontractor) introduces a restriction on the consumption mode from its power center or by disconnecting your power receiving devices from the electrical networks.

As usual - everything, it seems, according to the mind, is given time to be eliminated, but in fact they didn’t bring you any notifications, but they were obliged to and stupidly cut it down - the usual practice of our Criminal Code.

But it is possible that a person was ill or another reason that did not allow him to pay the resulting debt on time and because of the shutdown, the food in the refrigerator deteriorated or who was injured while in the dark. In this case, you should boldly present claims to your Criminal Code and sue a certain amount, which may help to compensate for the costs or part of them to pay the debt.

What to do? Where to go in Ulan-Ude?

If you know that you were disconnected for non-payment and previously given a notification against signature, which I personally strongly doubt, then try to pay the debt as soon as possible and go to the Criminal Code, Housing Department or Homeowners' association with a receipt. There you will most likely be offered to pay for the services of an electrician for the reverse connection of 1,500 rubles (as of February 2016), although the aforementioned resolution, paragraph II, paragraph 22, speaks of:

“The supply of electrical energy to the consumer is resumed no later than 24 hours from the moment the consumer eliminates the grounds for introducing a restriction on the consumption mode. The elimination of grounds for introducing a restriction on the consumption regime is understood as the receipt of funds in the amount of debt to the address of the initiator of the introduction of the restriction or the network organization (if the restriction on the consumption regime is introduced on its initiative), including through the acceptance by the bank of funds to the settlement account of the initiator of the introduction of the restriction or the network organizations."

If everything is in order with the payment, then you first need to find out what happened. To do this, it is best to call your management company, the number of which should be at your entrance and call an electrician - it's free. It often happens that the phone of the Criminal Code is simply busy or no one answers it, then we decide ourselves or call an electrician we know.

• Looking out the window or going out into the yard to see if there is light in the house next door? No - most likely the substation has turned off and it makes sense to wait. If there is light in the neighboring house, then it is possible an accident in your house and you can find out in the Criminal Code. If you live in the private sector, then the presence of electricity in the neighbors forces you to call Ulan = Ude Energo (see below) and already explain your problem to the dispatcher.
• Is there light in the entrance or at the neighbors on the floor? Eat? We are preparing for the worst, but we are not discouraged. It is required to visually check the switched on position of the automatic switches (PHOTO circuit breakers) in the floor board and the presence of voltage on their outgoing contacts. In fact, checking in the shield is the business of a professional electrician, and without special instruments and skills, I highly recommend not doing it yourself - it is life-threatening !!! If visually the position of the machines looks like “ON”, then you can try to turn them off in turn, and then turn them on (distort). Check the light at home.
• If you are generally afraid to look into the electrical panel and the electrician from the Criminal Code sends you away, then you can call the Familiar electrician.

Legal solutions and not so.

There is no light, but I want to eat.

• The most legitimate solution is to ask good neighbors to help you. It is quite possible to stretch the extension cord and it is quite possible to live until the causes and their consequences are eliminated. Only somehow it is necessary to agree with the neighbors on payment for the consumed electricity and a good location.
• Living in a panel Khrushchev or Brezhnevka, by agreement with a neighbor, you can connect directly through the outlet hole. In such houses they are through.
• In a private house, a gasoline or diesel power plant will save. True, it also costs money, plus fuel.
• Nobody canceled solar panels either, but it is already quite expensive and not in this article.
• Some people, not having the necessary skills, invite a Familiar Electrician and connect the electricity back, as they say "insolently", and then pay their debts and do not worry. There is a nuance here. You cannot connect to the electrical network on your own. Administrative responsibility is established for this, but usually if there are no debts, then you can connect yourself or by inviting an electrician you know.

This paragraph is written for the electricians themselves, who are just interested, as well as for those who are completely frostbitten and want to connect the disconnected electricity themselves without waiting for a specialist.

WARNING!!!
In no case do not climb into the control room if you are not an expert. This is very traumatic, and in severe cases - very deadly !!!

1. Just turn off one or two machines out of the usual three. All three are possible. This method is the most childish, but still a method.
2. Often in old houses there are package switches in floor boards. Disable and remove handle. A simple visual inspection of the machines and their distortion will not give anything, you need a device (indicator), but not everyone knows how to use it.
3. Switch all lines going to the apartment to one of the weakest machines (16 A). In this case, when a large number of electrical appliances are turned on, the machine will operate from overload. There seems to be a light, but you will have to turn on the equipment in turn. A very weak way, but the blood will drink, or they may not notice at all.
4. Disconnect the outgoing wires from the machines. Not everyone will be able to pay attention.
5. Bite off the bare ends of the wires of the outgoing lines to the insulation and put them back into the machine, pressing them a little. This is the most common technique. Everything seems to be there, there is no light.
6. Connect all phase wires of the outgoing lines to the zero rail or bus. Go figure it out later.
7. Carefully, without damaging the insulation, break the wire going from the meter to the machines (from the shield to zero) and pull it out a little. Then connect as it was. Without a two-terminal type "Contact" you can catch up for a long time.
8. You can use several methods together. It will be even more fun.
